in order that は「…のために, する目的で」の意味で使われます。文語的でかたい表現です。
例文（上）は in order that S may do …, 例文（下）は in order that S might do… の形で使われている例です。

in order that におけるthat節内において、どの助動詞を用いるかは、語法書によって見解が分かれます。
“Current English Usage” では、は、may/might を使用し、can/could や will/would は使わないよう、警告しています。また、”Longman Guide to English Usage” では、may/might を使いつつ、時折 shall/should を用いるものの、can/could や will/would は用いられないとしています。
一方、”Practical English Usage” は may や should の例文を挙げつつ、will を用いた例を提示しています。『オックスフォード現代英英辞典（第10版）』では、can を用いた例文を掲載しています。
『現代英語語法辞典』は、Fowler-Burchfield（1996）を参考にしつつ、”19世紀末まで in order that に続く動詞は仮定法または may, might を伴うのが正用とされていて, 20世紀初頭 (1901-26) にもほぼ例外なく may, might が用いられていたが、次第に変化が起こり, 1960年以降はかつて排斥されていた can, could などがよ り多く用いられるようになっている”（p675）と述べています。
