prior は「<時間・順序が> 前の, 先の, 事前の」の意味で使われます。
prior と previous は, 時に関して言う場合, ほぼ同じように使われます。ただ, prior は previous より, 先行する事柄が後にくる事柄の予備的な条件となる場合に用いられます。(参考: 現代英語語法辞典)

1. …より前に, …に先立って
